Eh....it also has to do with the Russkies using the Hayer as proxies to destabilize the Ottoman Empire prior to the First World War. But I digress.

It seems to me the Turkic Peoples are in need of someone who is relatively strong to back them up as they qualify pretty high up there on the most-screwed-over ethnic groups list.

To me that's not "more subtle and sophisticated" so much as the present day favoring soft power and indirect rule. Most of the early British Empire wasn't directly ruled by the British, that came as much as 2 centuries later in some areas once the Scramble for Africa began and after the Sepoy Mutiny.
