I'm sorry, but I find it extremely difficult to sympathize with people who expect women to dress a certain way as they ride their bike on a public thoroughfare that the taxpayers as a whole pay to maintain and upkeep, and are now retaliating by shutting down the bike lanes. If bikini clad women were demanding entrance to their homes, or places of warship or private property they owned, then they'd have a much stronger point.
Lastly, I want to talk about privilege. If you, don't often find billboards "immodest" then: Congratulations! You are in the majority of people whose sense of modesty is inline with what our culture chooses to enforce. But, try to keep in mind that these things are arbitrary.
This is not about "privilege." This is about living in a free society, which means that you have to put up with people doing things, saying things, and acting in ways that may make you uncomfortable and not expecting people who do not share your religious code to bend to it.
