I mean someone who considers the idea that Free markets are wunnerful and who thinks that it's the poor people who are soley to blame for being poor.

That's not what it means in the U.S. Neocons in the U.S. are people who claim to be conservative but actually are pro-war as a foreign policy tool, in favor of government control over lots of things in the name of security (including the market), and are generally liberal on economics and conservative on some social issues.
