Since North Korea denies the torpedo launch, there was probably a mistake made somewhere in their ranks. A military doesn't attack a ship deliberately, then say "We didn't do it." When Israel torpedoed an American vessel, they admitted the error. (Of course, there are those who contend that the act was deliberate in order to eliminate evidence of Israeli guilt in its war with Egypt.)
