In the Civil Rights movement, people broke laws that were racist and unfair, which drew attention to how racist and unfair they were. Blocking traffic at the RNC didn't expose any unfairness from the Department of Transportation. The message wasn't much more than, "We don't like Republicans", and the effect was to make the commuters hate the silly bastards that had chained themselves together in the street.
