That is not the operative part here. A state, like a business, accepts fed notes as payment, but it did not makes them legal tender.

Washington allows in Canadians without Visas but it did not make it so Canadians didn't have to have Visas, the federal government did. Now if Washington tried to let in Russians without Visas it would be in violation of federal authority granted under the Constitution.
