Camden is a monument to failed social and economic policy. It is one of the worst run municipalities in the country.

In my opinion they could double the budget and see the same ugly results. It is the culture of the community that causes low achievement. Until there are parents who value education, education will be not be valued in Camden. The poor educational policies and laughable teaching strategies merely reinforce this.
