Legal authority in the form of a series of presidential EOs going back forty or fifty years makes that a moot point.
The fact that the pipeline crosses the Canadian-American border isn't what makes the pipeline controversial.
I never said it did. But the fact that the Keystone Pipeline does, well that's why Dept of State issues studies on such proposals.
It seems to me that the State Department should be relying on DOE studies
Yes, the DOE is cited as a cooperating agency in the State Dept report, along with several other federal agencies.
