In standard car talk throttle controls the flow of fuel yes, but throttle response is all about how the vehicle responds to your input requesting more power to the wheels.

So you're talking about consumption of the hydrogen in the fuel cell, not about how power is delivered to the wheels via driver controls. In other words, a fuel cell powered electric drive train works in a way that drivers will be familiar with from the driving experience point of view.
