Yes, and my point is that the BBC investigators did not "truly believe/hope their investigation would make Western (British?) youngsters think twice before going to booze heaven aka Sunny Beach". They were fully aware that the youngsters would probably just move to another booze heaven and do the same things. You are correct, the problem is not Sunny Beach or any other arena. It could even be Wolverhampton or Southend, Portsmouth or most likely Brighton or whatever.
