That's how negotiations work. It's not a difficult concept.

However, the problem is that people aren't negotiating. This is not a negotiation:

Party A: We will only accept T, U, V, W, X, Y, and Z.
Party B: We want T, U, V, W, and not X, Y, and Z.
Party A: We will only accept T, U, V, W, X, Y, and Z.
Party B: How about T, U, V, W, X, and not Y and Z?
Party A: We will only accept T, U, V, W, X, Y, and Z.
Party B: How about T, U, V, W, X, Y, and not Z?
Party A: We will only accept T, U, V, W, X, Y, and Z.
Party B: Can we at least take care of T, U, V, and W and keep talking about X, Y, and Z?
Party A: We will only accept T, U, V, W, X, Y, and Z.

But that's what's happened.
