Glass Stegal was only part of the problem. The regulation was not a cure; it was a stop-gap. The problem was fractional reserve banking. Glass Stegal was a bandaid on a hemorrhaging wound. Yes, removing the bandaid certainly made the problem worse, but it was not the cause of the problem itself.
