I think he's referencing Jimmy Carter's Secretary of State and the claim he engineered the invasion of Afghanistan to trap the USSR (because God knows the dim-bulbs that came up with the failures in Poland and Finland in the 1920s and 1930s needed the help to screw up in the 1970s).
