I dislike it when people use stats like "Labor represents 80 percent of the agency’s expenses, compared with 53 percent at United Parcel Service and 32 percent at FedEx, its two biggest private competitors" to make points, just because it can be misleading. How much do the three groups spend in marketing? How much goes to executive compensation? I don't necessarily see the 80 percent thing as being bad.
