That's why they've been contracting in recent years, losing 25% of the work force (probably through attrition and retirement) in the last decade. They just haven't been shrinking fast enough to satisfy the GOP.

And add to your list ruralization, which increases the cost of every delivered letter. I don't think it will continue to be a factor, but for now it's taking a big bite out of the cost of every stamp.
