Actually, I think it would have been easy had they really tried. Something along the lines of:

"The heroes of 9/11 didn't let fear stop them from doing their duty on that fateful day. Now is the time to stand together and honor their memory by bringing their killers to justice."

States would have fought over who got to take them.
