It does, since US customers have to inadvertently bear that cost.

Why shouldn't the customers bear the cost of the R&D money spent to develop devices to save the lives of health care customers? Car buyers bear the cost of the R&D that goes into new automobile technology, TV buyer bear teh cost of the R&D that goes into new TV technology, etc, etc, etc.

most R&D cost for new drugs is paid for by US consumers

this is also due to one-sided laws passed by US government
