You didn't look at the range of premium plans, and not all plans are available in all areas. Those cheaper plans have ridiculously high deductibles (9-12k), which is what my parents ended up going with, although I'm not sure if they got it through the exchange. Before their insurance had a 1k deductible with around the same premium. General rule when it comes to insurance, any reduction in the size of deductible is going to be almost directly reflected in the annual premiums. So, a plan that has a 12k deductible will be about $800 cheaper a month than a similar plan with a 2k deductible.
